In order to ensure a successful nuclear power industry investment policy and to lay the groundwork for its adoption by society, it is necessary to strategically substantiate its development plans and obtain a binding longterm government commitment to follow these strategic plans. Under the International Project on Innovative Reactors and Nuclear Fuel Cycle (INPRO) it is accepted that optimization of the entire nuclear power system will benefit from the situation when its constituent plants located in different countries will be considered as part of the international multicomponent system of innovative nuclear power industry (INPRO). The main principle of the system development in a multicomponent nuclear power industry system is not a competition between different types of reactors, but their capability to realize their potential advantages in the best possible way through system capabilities to compensate for their specific weaknesses. The article outlines some strategic approaches to organization of the initial period of the multicomponent nuclear power industry structure development by the example of the Russian two-component nuclear power industry system based on thermal and fast reactors.
